The Open in GitHub workflow can be trivially extended to support GitLab.com as well. Here’s an example of a permalink there: https://gitlab.com/georgmay0/mapbox-gl-native/blob/116770cb3f53f334f91c9dbd5bbb66b2c82d2508/platform/macos/src/NSImage+MGLAdditions.h#L7-19 Note the missing L before the ending line number.
