[feat] Improve/change subsampling algorithm for high resolution images

News, user-uploaded photos, and similar images are displayed poorly when the base resolution is too high.

IMO, the best way to address this would be by using django-imagekit a Django app for processing images. It handles both preprocessing and caching, so it should be a good fit.
