Implement test case for S_L5PE_03

S_L5PE_03 is not covered in sbsa-acs now, but it looks testable.

The test can detect the Arm revision and apply differnt rules.

• If it is Armv9, reports SKIPPED. we may want to check if both ETE and TRBE are supported.
• If it is Armv8, reports WARNING and ask user to do manual review on CS-BSA combination C. Of course, if the IBDVRK is testable, please also implement the test for it.

Rule:

• S_L5PE_03 PEs that are based on Armv8.4 or later must implement the requirements of the CS-BSA combination C.
  • IBDVRK CS-BSA combination C [5] requires that PEs based on Armv8.x implement the Armv8.4 self-hosted trace extension. See FEAT_TRF in [2].
  • IDXFCG For self-hosted debug requirement for PEs that are based on Armv9 architecture, see Section 1.2.11.

Thanks for sharing potential steps to add partial coverage for S_L5PE_03 rule. Based on ACS investigation the proposed algorithm is

1. Check if PE is v8.4 or later (based on some of v8.4 mandatory features)
2. If PE meets condition, check for rule IBDVRK FEAT_TRF
3. if FEAT_TRF not implemented report the failure, if the feature is implemented report as PARTIAL PASSED and request to manual review other CS-BSA requirement
4. If PE is < v8.4, skip the test

The self hosted debug requirements for v9 is already covered as part of ETE test suite as part of L8

4. If PE is < v8.4 or >=v9.0, skip the test -- Need to add the condition "or >=v9.0"
It will be helpful to print the status of ETE and TRBE support as reference so the test can also reflect IDXFCG (we don't have to ask partner to run -fr when partner would like to check IDXFCG).
