Please review PCIe exerciser tests. Some tests validate mandatory rules rather than conditional rules, so they should not report SKIPPED when PCIe exerciser hardware is absent.

Also, the presence of a PCIe exerciser should not be treated as a condition for reporting SKIPPED. If a mandatory rule requires PCIe exerciser hardware for runtime validation but no supported exerciser device is found, the test should report WARNING instead.

Please also add the following warning message when this happens:

WARNING: This test requires PCIe exerciser. Please rerun with a supported exerciser device or conduct manual review.
