WebP char_icon support

Let client read .webp char icons to avoid desyncs and missing char icons. WebAO can read .webp char icons but client cannot so desyncs happen with missing files.

Client as far as I know can only read char_icon.png in comparison to webao being able to read any format. This would greatly lower the risk of missing icons from sprite makers who use webp.
