Add Python 3.14 to test matrix

Purpose

Python 3.14 is now the default download on python.org, so developers are starting to use it for their Python version. Let's see if the packages are all compatible with it by adding it to the test matrix.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
