Description: This PR adds OpenAI's video generation apis to Azure OpenAI.
There are no changes to the api compared to OpenAI, except the different path on Azure (/openai/v1 instead of /v1) and the value for model being a deployment name intead of a model name. Both are established patterns on Azure.

Our goal is to provide the same APIs as OpenAI to enable easy code migration to work with Azure's OpenAI offering.
