Cannot build with windows-static-md triplets

Describe the bug
Not able to build using windows-static-md triplets

To Reproduce

1. Create a VC++ project.
2. Enable vcpkg manifest mode and select "Use Static Libraries" and "Use Dynamic CRT".
3. Add a reference to azure-storage-blobs-cpp.
4. Build the project.

Expected behavior
A project build should succeed.
