Missing 'de-small.dic' in template 'AnalysisMonoalphabeticSubstitution'

Dictionary 'de-small.dic' seems to be missing in template 'AnalysisMonoalphabeticSubstitution'
if 'Wörterbuch & Genetisch' is choosen:

I have the same issue for the 'en-small.dic' English dictionary stating that it's missing and that no dictionary is set.
All of the different language dictionary files it expects seem to be missing and renaming the existing 'Dictionary_en.dic' file to 'en-small.dic' only results in a different error: 'Unable to read beyond the end of the stream'.
