bogus error message for e3sm_diags

When the e3sm_diags job is first starting up, it checks to see if its already been completed by a previous run. When it does this, it spits out a bogus log message saying something to the effect of `ERROR:root:e3sm_diags-1850-1854-cntl_ctc-vs-obs: could not find page index at /qfs/people/bald158/scratch/bgc_test/output/diags/cntl_ctc/e3sm_diags/1850_1854_vs_obs/viewer/index.html`
