Initial implementation of ESGF Replicator #121
Description
Produce a first implementation of an ESGF Replicator application that can:
- Run as a background task or periodic cron job
- Subscribe to the ESGF Event Stream and monitor newly published datasets
- Identity datasets that match a locally configured replication policy
- Queue and replicate matching datasets to a local storage system
- Optionally (if configured to do so), register new replicas with the ESGF STAC Catalog
- Maintain logs of all activity (events reviewed, decisions, replication tasks, replica registration
