What needs to change
The privacy resources on the site are heavily weighted toward OMB memos from the 1970s through early 2000s. There is no coverage of the post-GDPR privacy landscape, state-level privacy laws that affect federal data sharing, or recent OMB privacy guidance. Federal data practitioners increasingly need to understand how these newer frameworks interact with their work.
What to research and create
This issue requires research before any files are created. Identify current authoritative resources in the following areas:
Recent OMB privacy guidance:
- Verify whether OMB has issued any privacy-related memoranda after M-19-03 (2018) that are not currently listed. Search https://www.whitehouse.gov/omb/memoranda/ filtering for privacy-related memos from 2019 onward.
NIST Privacy Framework:
- The NIST Privacy Framework 1.0 was published in 2020 at https://www.nist.gov/privacy-framework. Verify it is not already listed on the site and if not add it as a resource under the Guidance category with keywords
privacy and framework.
Federal privacy workforce resources:
- Check whether OPM or the IAPP (International Association of Privacy Professionals) have published federal-specific privacy workforce guidance that would fit the Skills Development category.
State law context for federal agencies:
- Identify whether GSA, OMB, or any federal body has published guidance helping agencies understand how state privacy laws (such as CCPA) interact with federal data sharing activities. This is a practical gap practitioners frequently encounter.
How to add
Add each identified resource as a summary file in pages/_summaries/. Use the privacy keyword so entries appear at https://resources.data.gov/keywords/privacy/. For resources that bridge privacy and data governance also add the data-governance keyword.
How to verify
Visit https://resources.data.gov/keywords/privacy/ and confirm new resources appear and that the listing now reflects guidance from the last five years alongside the historical materials.
