[BUG] - ObsoleteNode and no blocks forged on PV11 #6382

Summary
The Conway PV11 is already available with

"ExperimentalHardForksEnabled": true,
"ExperimentalProtocolsEnabled": true,

and testnet can be started in PV11, however blocks are not forged in protocol version 11.

I see this in log files

Steps to reproduce
Steps to reproduce the behavior:

  1. Try to run a testnet in Conway protocol version 11.
  2. Run query protocol-parameters to see that the testnet is really running with protocol version 11.
  3. Run query tip to see that no blocks are forged.
  4. Check node log file and see the error above.

Expected behavior
Blocks are forged in protocol version 11.
