Phased Implementation Plan for Usable End-User mollerdb SDK

This issue tracks the incremental implementation of the mollerdb SDK, starting from the current code skeleton and targeting the existing database schema. Work is broken into phases, each of which will deliver end-user functionality in C++ and Python, and be usable by analysts. Each phase should be completed and released before moving to the next.
