Improve observability for contract behavior during testing and operations.

It is difficult to diagnose state transitions without enough contract-level telemetry.

• Expose clear diagnostic data for high-value operations
• Add test coverage for telemetry correctness
• Ensure debug hooks are gated and do not expose secrets
• Document operator use of the diagnostics
