gh-refine default labels

Issue #22 established a default set of 16 labels for the lab. During this process, several other options were raised:

• python
• psychopy
• R (gotta break the capitalization rules for this one!)
• redcap
• sona
• pavlovia

In refining the default list, we need to consider:
-actionable v informative
-core set of informative labels per issue

DONE DEFINED:

1. new default list established and deployed to org defaults
2. all existing repos updated with new list
