Issue with getting the Docker Container Operational

I'm facing an issue with torch=2.4.0 not being available when I try to install vllm=0.5.4 when trying to do a fresh install.

cd docker/ DOCKER_BUILDKIT=1 docker build -f Dockerfile -t cphsieh/ruler:0.2.0 .

A lot of the dependencies are running into errors -

ie. pip install pynini
