we have to pay rewards to psi stakers
psi_stakers_reward_ratio is a ratio of claimed total rewards from prism going to psi_staking contract as rewards
at the same time users stake psi tokens in the gov
but the gov doesnt calculate real and virtual rewards
psi_staking contract does it
but it should know stakers balances, when they stake/unstake and so on
so psi_staking makes queries into the gov for balances
from the other side, the gov notify psi_staking about all stake/unstake events
