[1.7.10] Sometimes, modifiers are ignored

I mean this in two different ways. Sometimes, bound modifiers aren't necessary, and sometimes it won't let me bind certain combinations.

I bound the HEE compendium to Alt + End, but it also opens when just End is pressed.

I tried to bind something to Alt + N, but it doesn't accept it. Shift + N, and Ctrl + N, those work. But trying Alt + N, it just binds to Alt.

Using v2.1.0.
