The default 'AUTO' now comes down to using a fixed list, and 'ALL' is mostly the same.

AUTO should generate overviews until the smallest overview image size is smaller than 1024x1024. It should also skip the first, largest, overview level.
ALL should do the same, but also include that first level.

Use case: generating very large tiffs for data extracts.
