Metadata parsing for 2026 data

This issue relates to issue #36 - the metadata parser needs to be updated to work with the new REZ's (the current parser incorrectly classifies the DREZ's and Distributed Resource traces as "projects", rather than zones*. The following are currently mapped as projects:

All of these "zones" contain solar traces, and some (basically the non-"Distributed Resource" zones) contain both wind and solar traces.

(*reminder: as mentioned in #36 - the Distributed Resource have a different geographical resolution (ISP subregions rather than REZ's)
