The progress percentage of libertyRun and libertyDev is misleading

When run libertyRun, the percentage stays at 94% and says EXECUTING

When run libertyDev, the percentage stays at 0% and says EXECUTING

New users may not know that Liberty is started and ready.

Is it possible to improve the user experience?

I don't believe that is coming from our plugin. I think that is from Gradle itself, in which case we have no way to update this.
