Description
A potential contributor asked: Why do I use Apache-2.0 for the site as a whole, when the primary content is really text and data? Why not CC-BY?
That's a darn good question, I thought to myself. As a long-time ASF member, I default to Apache-2.0 for everything I give away. But now I'm wondering if using CC-BY would make it easier for more researchers to use this data and more people to contribute.

Note that only permissive-style licenses are considered; and executable software code will still remain Apache-2.0.
