* chore: take theme v3.1.0

A minor theme release with no config changes: only the pinned
template URL moves.

* Update John Stachurski's affiliation

Replaces "Professor, Research School of Economics, ANU" with the National
Graduate Institute for Policy Studies in the `authors` block. The Research
School of Economics is the ANU school, so it goes with the university
rather than being kept, and the "Professor" title is dropped.

Matches the same change in QuantEcon/lecture-wasm#81.
