Qwen code not following instructions

Hi all, I have certain instructions added in QWEN.MD file in my project root like:

# Instructions to always follow

1. Never use npm run dev, it's already running in background 
2. ...

But qwen code still runs this command.
I checked using /memory show, and the instructions part is there.

What's going on? How do I make it work?

@ak127a I ran it according to your QWEN.MD and found it works. It's also not related to the case of .md. Could you provide more details so we can better troubleshoot?
