[Feature Request] Change to Admin Titles to add permission for set admin title

Currently only group owners/promoters can set the admin title of another admin in the chat, Can a permission be added on the list of permissions for admins to allow them to set their own title.

Given user is an admin,
When they have been granted permission by the promoter or group owner,
Then they can set their own admin title
