Start a new app in apps/portals, named hospi.

Refer to http://erp.old.saarang.org/hospi/admin for functionality reference
Refer https://github.com/shahidhk/saarang_erp for code reference

Also, create a new branch called hospi, and work only in that. Master has to be the working version. All devs in separate branches.
