If ultimate multisite is not network active in setup wizard it should try to activate it

The setup wizard (page=wp-ultimo-setup) checks if ultimate multisite is network active or just active on one site. It will not allow the users to proceed until it is network active. Instead of a read more link. We should replace it with a button to network activate the ultimate multisite plugin. Only if that fails should we add the read more link. The instructions at the bottom will also need updated accordingly.
