Improve usability of Users page

Is your feature request related to a problem? Please describe.
As an admin, it is difficult to use the User page at scale because:

1. I see inactive users when I don't need to
2. If I need to find a specific user I need to manually search and paginate through the existing list myself

Describe the solution you'd like
I'd like:

1. to be able to filter users, similar to how I'm able to filter VAs on the Data Management page
2. to have inactive users hidden by default, with the ability to toggle them unhidden if needed. Similar to how empty fields are hidden for me when viewing the detail of a VA.
