Add base-devel tag

The official archlinux image maintains an archlinux:base-devel tag which comes with the base-devel group pre-installed. I'd often use that for packaging or building.

I'd love if your archlinuxarm also provided this so I save the overhead of running pacman -Sy --noconfirm base-devel. Thanks!
