follow up on #38579
That PR fixed cancelled runs in success rate calculation but the "last 5 runs all failed" check still only looks at failure, not cancelled so when workflow timeout, github mark it as cancelled not failure so if last 5 runs all timeout we still not flag it as flaky from that check and this change treat cancelled same as failure for last 5 runs check.
