 admin 端 divide选择器中local模式下下游服务状态变更之后数据库修改为了最新状态但是同步到网关依旧是旧状态

### Expected Behavior

 admin 端 divide选择器中local模式下下游服务状态变更同步到网关应该是最新的状态
