Description
the madagascar.geojson use the 6 Administrative Provinces Code but are mapped to the 21 Regions.
So multiple regions share the same ISO code, which lead to incorrect map display. (SUM done at the Province level, instead of showing the SUM for the Region).
Also there should be 23 regions now, not 21.
Design input
We should switch to using some unique Admin Regions code instead of the Province codes defined https://en.wikipedia.org/wiki/ISO_3166-2:MG
either try to find a list of existing ISO codes for the regions or use the Region Names as unique ID
The real admin1 level for MDG should be the Regions, not the Provinces

The regions are grouped into six provinces which are mentioned in the constitution and laws of Madagascar. However, the provinces perform no administrative function in practice
