Rocksdb version upgrade to 11.1.2

Note: Did not verify the performance of FDB with this rocksdb version.
Upgrade and downgrade are tested on perf/s03 cluster for 1 SS. (ran workload and exclude too to generate more load)

100k Simulation passed: (1 restart test failure, but related sqlite storage engine)
