This originally began as a commit in #1312, but as I tested I realized a limitation that
pkgbuild's manpage had glossed over: this needs an installation signing cert, not a codesigning cert, so we can't actually reuse the environment from codesigning. https://developer.apple.com/documentation/xcode/packaging-mac-software-for-distribution#Build-an-Installer-packageI'm leaving this as a draft for now; once I've been able to confirm the process for generating an installer signing cert, I'll pick this back up and finish it.
