fix: correct PolicyBanner button classes

• Fixed a typo in the PolicyBanner button className where transition-all and active:bg-[#06318E] were concatenated into an invalid Tailwind class.
• Removed duplicate text-md utility.

Previously the button used:

• transition-allactive:bg-[#06318E] — Tailwind couldn't parse this class so the transition and active background styles were never applied.
• text-md was present twice in the class string.

Now the button uses:

• text-md transition-all active:bg-[#06318E] ...

This restores the expected transition/active styles and cleans up the class list without any functional changes to the layout
