Describe The Solution. Why is it needed?

Boxstarter should include a recent version of Chocolatey (such as 2.3.0).

  • update bundled version of Chocolatey CLI to 2.4.1
  • ensure function-overloading still works (looking at you, 'chocolateyInstaller.psm1')
