Resource Page Semantic Structure

This is a task to first have @jscholes define the accessibility issues present on the "Resources" page, with suggested fixes/semantic structure, and then have those suggestions implemented (not by @jscholes).

To access the Resources page, log in and select an organization, then select the "Resources" item in the main site navigation or organization-specific navigation list.
