When DST ends, jobs that repeat every second/seconds, minute/minutes or hour/hours are not done during repeated 02:00 - 03:00 interval.
Fix include timezone data in last_run date and then compare it with next run in order to detect DST end.
New Job method, "with_time_zone" when unit = "seconds" due to at() cannot be used in this case.
