Finish the issue templates

We need finish the event categories and finish creating the issue templates for the different categories of events. We should add virtual events and identify any additional criteria here.

@lohithgn sorry for the delay on this. @sfaatz had started defining the event sponsorship requests in the readme. Based on this, we wanted to create issue template (probably multiple based on sponsorship type) that would ask the right questions to people looking for sponsorship.
