Implement a "Hello World" for IAV_Primula

What

The post-quantum cryptodriver IAV_Primula is to be integrated into S-CORE. As a first step, a "Hello World" example for IAV_Primula is to be implemented.

Acceptance Criteria (DoD)

• The decision on the programming language is made. C++ or Rust.
• The location of the implementation has been clarified. Perhaps as a component in https://github.com/eclipse-score/inc_security_crypto/tree/main/score/crypto/daemon?
• "Hello World" implementation created.
• At least one test has been created.
• "Hello World" example is integrated into the CI/CD GitHub environment.
• All necessary GitHub Actions are integrated and ready to run.
