Integrate use case "Key generate" into IAV_Primula

What

An application wants to trigger a "Key generate". To do this, a request must be submitted to IAV_Primula. Depending on the status of the component, the use case will be executed or terminated with a response. If a key generation finished, necessary values should be stored.

Acceptance Criteria (DoD)

• Use case "Key generate" is implemented
• Use case "Key generate" is tested
• Use case "Key generate" is documented
• All build runs are passed
