export regridding doesn't work for CERRA

CERRA is a regional cutout of the globe, thus can not be regridded with the existing netcdf_parser -> hopefully work on the metno_parser can also be used to improve the netcdf_parser

If we use a regridder that works both ways (also O96 --> CERRA), that could be used as a baseline for downscaling experiments? Like we could export some coarse ERA5 data to CERRA resolution and compare whether our WeatherGen downscaling is any better?
