Missing Test Coverage for 11 JSON-RPC Methods

• eth_accounts - may not be worth writing a test for, but we can try, it's probably just []
• eth_coinbase - unsure
• eth_gasPrice - needs tests
• eth_maxPriorityFeePerGas - needs tests
• debug_getBadBlocks - I do not know if we can test this in hive with the current rpctestgen

Everything that deals with Filters requires some more investigation to figure out how we can support testing there. We might run into issues with non-deterministic Ids, and multi-step queries. Not sure, have to look.
