Bypass merge requirements not working on stacked PRs

My repository uses a Branch rule to require an approval on each PR. However administrators can bypass that requirement on normal PRs. On stacked PRs the checkbox to bypass the approval requirement is not there.

Not being able to do this would be a pretty big blocker for using stacked PRs. We would need at least the ability to merge the bottom PR in the stack, but ideally permissions to force merge any portion of the stack from the bottom.
