Device has EN set ON/1 App by default after repeatable factory resets #67

Describe the bug
A clear and concise description of what the bug is.

Set on by default upon factory resetting.Cant disable or turn off until certain criteria have been met, e.g. installing all device updates, login and sync using gms and gmail, as well as have a stable network connection. in my case, no sim provisioning, wifi only device . No roaming or carrier services.

steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Expected behavior
A clear and concise description of what you expected to happen.
the faqs and google ccommunity help pages, as well as the devices Help documentation all say people can choose to participate and turn off. Additionaly the consensus is mydevice is exibiting undocumented, contrary , and misleading information in contrast to the Reference Design.

i have a screenshot but will need to fetch it from my other device. View from the Settinfs/Google/ GoogleApps and Services area of my New, old or yet to exist Google account. Reproduced for each.
