Params created in the UI are not stored by the API

When a user is creating a ruleset using the UI, the signature is sent to the server but params are not taken into account by the store.
Currently, the signature of a ruleset is determined by the parameters used in every rule.
Now that the UI allows creating a signature, Regula must allow creating a ruleset by specifying a signature.
