splunk::ta::files misses copying some files from the local subdirectory.

because puppet is managing "${splunkhome}/etc/apps/${title}/local" in the splunk::ta::files define, any files included in the TA under /local are not copied into place unless explicitly specified like the app.conf and inputs.conf are in the module.
