• Make that RX-DO-TX warnings are printed once every X s in order to not flood the log robotology/icub-main#1024 (comment)

Thanks a lot @martinaxgloria! Two comments:

• can you confirm that these additions will be simply ignored if the FW version is old?
• would it be problematic to remove the trailing whitespace of the line https://github.com/martinaxgloria/robots-configuration/blob/feat/RX-DO-TX_000/ergoCubSN000/hardware/electronics/head-eb20-j0_1-eln.xml#L32. I have noticed this affects all the files in all three PRs. Let me know if it is too much to edit 😊

I asked @marcoaccame: if the robot has software/firmware versions older than the July 8 2024, that is the date of this PR, the LOGGING group will be ignored by the parser. Otherwise, it will be properly handled by the parser
