Description

Enabling Catalyst Voices tests to be run in CI

Related Issue(s)

Resolves #3415

Description of Changes

Changes include the way to build Gateway, Voices and run Playwright tests against local instances in CI

Breaking Changes

There should be no breaking changes

Please confirm the following checks
